AI token consumption is an operational resilience issue.
On October 22, CISA highlighted new joint guidance from CISA, the Canadian Centre for Cyber Security and partners: Managing AI Token Consumption for Operational Resilience (ITSM.00.125).
The guidance connects uncontrolled usage with cost spikes, service disruption, token exhaustion and denial-of-wallet attacks. It recommends separating mission-critical, operational and productivity workloads so lower-priority use does not consume capacity needed for essential services.
For federal technology teams and suppliers using AI-enabled workflows, useful review questions include: • Which functions must remain available when quotas, budgets or providers are constrained? • Are consumption baselines, alerts and unusual-usage monitoring in place? • Can work continue through alternative tools or manual processes?
The publication also recommends efficient prompts, caching where supported, appropriate model selection and risk assessment before autonomous agent deployment. Human oversight and existing security fundamentals remain essential.
Use the publication as a planning reference for workload governance and continuity reviews.
