GSA’s LLM acquisition clause brings government data handling into procurement planning.
The current RGO-2026-01 deviation includes GSAR 552.239-7001, Basic Safeguarding of Data within Large Language Model Artificial Intelligence Systems. Attachment A lists October 19, 2026 as the effective date for Part 552. This is issued class-deviation language; formal rulemaking follows separately.
The clause covers acquired systems where LLM functionality is a material feature and Government Data will be submitted directly to or produced by the LLM. Its scope includes exceptions for qualifying internal support tools and incidental functionality.
For covered work, review: • Government Data ownership and permitted uses • Restrictions on using Government Data for model training or commercial purposes • Data-handling safeguards, LLM disclosures and applicable subcontractor flowdowns
Start with the actual solicitation or contract. The memo leaves implementation in open solicitations and awarded contracts to contracting-officer discretion; this is not an automatic change to every existing contract.
