NAVFAC Southeast published Sources Sought notice N6945027RPW04 on October 29, 2026, at 11:53 a.m. EDT. It seeks qualified industry input for recapitalizing the Navy-owned 230kV transmission loop and ancillary equipment at Naval Submarine Base Kings Bay, Georgia. This is market research; no solicitation, specifications or drawings are currently available.
The contemplated scope includes relocating the power loop and North River crossing tower to a geotechnically stable site, replacing conductors and other electrical infrastructure, modernizing substation protection and implementing secure SCADA coordination with the regional utility. The Navy-owned system would remain under Navy operational control and serve the installation.
The notice estimates a procurement magnitude of $100 million to $250 million and an anticipated performance period of approximately 900 calendar days from award. These are planning estimates, not an awarded value, guaranteed business or final solicitation terms.
The attached questionnaire asks respondents to submit one to three comparable design-build projects completed within the past three years, including utility interconnection and coordination, each with an approximate completed value of $200 million or more. It also requires firms to demonstrate capacity to bond a single $200 million project and to report individual and aggregate bonding capacity.
CDG's capture takeaway: qualify the prime's delivery record and financial capacity before investing in the pursuit. Map the work expected to be self-performed, subcontracted, or subcontracted to Georgia Power Company, as the questionnaire requests. Show how the proposed team would maintain accountability and continuity while coordinating high-voltage interconnections with a regulated utility.
The notice seeks input from large businesses and the listed small-business categories. It lists NAICS 221122, Electric Power Distribution, and a small-business size standard of 1,100 employees. This market-research interest does not establish a set-aside or final competition strategy. The questionnaire also requests security-clearance, cybersecurity and supply-chain information; respondents should read all eleven questions and seek clarification of the cited requirements as needed.
Use the attached questionnaire. Responses must be an electronic PDF limited to five pages and 5MB, sent to both contracting email addresses listed in the notice. The specified subject line is Recapitalize 230kV Transmission Loop at NSB Kings Bay. The notice directs respondents to include only requested information and no brochures or other corporate marketing material, and to verify receipt.
Deadline caveat: the structured SAM response field gives November 13, 2026, at 2:00 p.m. EST, while the description gives 1400 hours EDT on the same date. The date and clock time agree, but the time-zone labels conflict. Confirm the controlling time zone with the listed contracting contacts before relying on a cutoff.
